Two residential projects near Brandermill to come before Planning Commission
The Chesterfield Planning Commission is slated this week to consider a pair of projects that would add hundreds of homes near the Brandermill area.
TC Development is seeking zoning approval for more than 440 residential units consisting of townhomes and condominiums on 107 acres northwest of Otterdale and Old Hundred roads. The development is called Crossroads at Roseland and would include a pool, shared-use path, dog park and other amenities.
The project site, which consists of 1911 Old Hundred Road and other parcels, straddles the southern end of the planned Woolridge Road extension. The land is a portion of the 1,300-acre Roseland development that was proposed in 2008 but stalled amid the housing crisis and economic downturn.
Also on the commission’s docket is a proposal to build up to 112 for-sale townhomes near the intersection of Hull Street and Genito roads.
The Genito Crossing project, which is a residential redevelopment of Village of Faith Ministries’ Southside location, would rise on a 14-acre site at 10902 and 11000 Hull Street Road and feature a central recreation area and other common areas. Village of Faith is working on the project with homebuilding firm D.R. Horton, which is listed as the contract purchaser of the property.
The latest version of the project is scaled down from a previous iteration that featured 232 units, most of which would have been apartments.
The commission is slated to vote Tuesday on whether to recommend approvals to the Board of Supervisors, which would consider the zoning requests at a future meeting.
Data center project near Colonial Heights up for Planning Commission vote

Developer Tract is seeking zoning approval for a data center campus on a 744-acre site in southwest Chesterfield.
Also on Tuesday, the Chesterfield Planning Commission is expected to vote on a proposed data center campus just outside Colonial Heights.
Denver-based development company Tract is seeking approval to rezone 744 acres for the project. The site includes 16100 Branders Bridge Road and multiple other parcels. About 300 acres would be developed, per a staff report, leaving about 444 acres of wetlands undeveloped.
A portion of the Fall Line Trail, a pedestrian-and-bike path that’s currently being established between Ashland and Petersburg, is proposed to cut through part of the property and then continue along Branders Bridge.
Tract has previously said it plans to build 11 data center facilities with a total of about 2 million square feet on the property.
Following the commission’s vote, the Board of Supervisors would make a final verdict on the zoning request.

Rezoning for residential project in Chimborazo area on city planning agenda
The Richmond Planning Commission meets Tuesday at 6 p.m. On the agenda is a request to rezone 2.4 acres in the Chimborazo area for a residential development with a mix of single-family attached and two-family homes.
The site is between M and Glenwood streets across from Bill Robinson Park. The request is from Glenwood To M Street LLC, an entity registered to Elizabeth Wood.

Sports Backers’ Lugbill recognized with honorary street name in Henrico

Henrico County and Sports Backers honored Jon Lugbill, the sports nonprofit’s executive director for 32 years, with an honorary street naming ceremony last week.
Park Street, alongside Sports Backers’ new headquarters on Lakeside Avenue, now bears the honorary name “Jon Lugbill Drive.”
In remarks at the event, Henrico Supervisor Roscoe Cooper said, “Jon Lugbill has left an incredible impact on the Richmond region through his leadership of Sports Backers. For decades, Jon has been a tireless advocate for making our community healthier, more active and better connected. Henrico is proud to celebrate Jon and his achievements by recognizing Park Street as Honorary Jon Lugbill Drive.”
Lugbill, a world champion canoeist before transitioning into nonprofit leadership, will officially retire at the end of June. Under his direction, Sports Backers has supported events like the Ukrop’s Monument Avenue 10k and the Allianz Partners Richmond Marathon, as well as bike infrastructure advocacy and community fitness programming.
